MR. BALFOUR ON THE MORAL ASPECT. BZ TELEGRAPH —PHESS ASSOCIATION—COrTIUGHr (Rec. June 26, 10.40 p.m.) " London, June 26. A monster meeting in the Albert Hall adopted a resolution protesting against the Government's Licensing Bill. Mr. Balfour, Leader of the Opposition, declared that the Bill was ono of spoliation, and was hopelossly doomed to failure, since it was impossible to gain a great moral end by a grossly immoral means.
