REBELS AND REGULARS.' . . Tongking is one of tlie French Colonics in Indo-China, and one, of tho most prosperous of them. The, capital, Hanoi, is the scat of tho Govornor-General. The army consisted in 1907 of 14,309 French and 18,427 native soldiers. A cablegram dated Juno 9 stated"Chinese rebels have been giving trouble on the Tongking frontier of the Yunnan. Province, and the Trench in Tongking have been compelled to interfere. From this situation a difficulty has arisen between and China. Lieutenant Wiegaune .and a detachment. of the French Tongkinese force was , engaged in disarming some of the rebols whon Chinese regulars came upon tho scene and attacked them. Lieutenant Wiegaune and . six native soldiers were killed. France is demanding an indemnity from China on account of the incident, and also the exemplary punishment of tho Chinese soldiery who wore responsible for it."
