Tho "Berliner Tageblatt" (referring to the Kaiser's "Let them all come" speech at Dobritz) says tho Kaiser's words aro in direct contradiction to Germany's actual foreign policy. London, June 16. Tho Berlin correspondent of tho "Daily Tolegraph " has been authorised to state that the German Government sees in the cordiality of the meeting between King Edward and the Tsar at Roval ueithor a chango in the political situation more cause for umbrage. The correspondent adds that the Kaiser's speech has nevertheless had a disquieting effrct, and is responsible for a nervous tone on the Bourse. Tho Kaiser is reported to have said; after inspeotiug somo cavalry: "It looks as if tlioy are trying to encirclo us and bring us to bay, but we oan bear that. A German never fought better than when defending himself on all sidos. Let them all come on. We aro ready."
