An alteration in tho grades of schools providing for a gradual increment to teachers'/ salaries apart from a vcra2o attendance is one of the amendments that I have in view." As to a promotion scheme for teachers, Mr . Fowlds said that this was a most difhcult question. Ho would endeavour, however, to make the position somewhat clearer in regard to tho. power or JJoards to transfer a toucher from a school where the' attendance might be falling to' a school in a higher grade in order that his salary might bo maintained. 'i " Whenever you touch that question, .however, remarked the Minister, " you come up against tho powers and privileges of' school committees, and it must be handled very gently." ; In reply to a question as to the limitation of tho size of school classes, Mr. Fowlds said that lie hoped to be also able to do' something in that matter. " In regard to the superannuation af teachers, he said that something would need ,to be done during the session towards nutting the teachers' schcme on a level with the Public Service Superannuation Act of last session. '
