A Bluo Book has been published dealing with tho Congo Free State. It shows that as a result of tho efforts of Sir Edward Groy, British Secretary for Foreign Affairs, Belgium promised :to effect satisfactory reforms in tho Congo, including equality of trading. As regards other stipulations and treaties, Sir Edward Grey emphasised that tho Congo Free Stato had not fulfilled tho objects for which is was originally organised, or the conditions of the treaties. ■ Ho described the system of taxation by labour as slavery.
