Tho Minors' Congress sitting in Paris adopted a resolution declaring that the European Miners' Federation ought to limit production by a fixed abstention from work, in' order to assist neighbouring strikers. It was that t'ho holding of surplus stocks enabled employers to rfcduco wages without a strike. The British representatives refused to commit Britain to the principle.
