If,, as the cablegram indicates, the enrolment is still short by nearly 200,000 names, the response of the disbanded yeomanry, militia, and volunteers would appear to have been very poor. A forecast of this was conveyed in a cablegram dated April 28, which indicated that, instead'of 75 per'cent, of volunteers and 90 per cent, of yeomanry enlisting in the new territorial army, only 30 per cent.' of volunteers and a few of the yeomanry had,nip"to that date, onlisted.
