REQUISITE COMPLEMENT. <Y TELEOBAru —PI'.ESS ASSOCIATION —COVYhIOW ' London, June 2. In the House of 'Lords, Lord Lucas, Under-Secretary for War, in reply'to Lord Raglan, said the number of men required to complete the establishment of • the territorial army was 193,790. The original scheme contemplated a territorial army of 300,000 men, in fourteen divisions. If,, as the cablegram indicates, the enrolment is still short by nearly 200,000 names, the response of the disbanded yeomanry, militia, and volunteers would appear to have been very poor. A forecast of this was conveyed in a cablegram dated April 28, which indicated that, instead'of 75 per'cent, of volunteers and 90 per cent, of yeomanry enlisting in the new territorial army, only 30 per cent.' of volunteers and a few of the yeomanry had,nip"to that date, onlisted.
