Isvolsky) forgets the fact that: the civil reforms are being starved for lack of funds, Sir Edward Grey, British Secretary for Foreign Aliairs, proposes that the civil needs be a first charge on. the Macedonia budget, and that the balance he handed to the Porte to meet military requirements."
