Paul Ndkolaus, an engineer of Charlottenburg, arrested at Bari, describes himself as an anarchist. Ho declares that he followed the Kaiser to tho Mediterranean, intending to kill a personage in tho Kaiser suite. The police suspect that he" intended ,to attempt' to kill the Kaiser. I _ '
