May 31, 4.26 p.m.) London, May 30. \ Mr.- Austen Chamberlain, speaking at the 'annual meeting of the Liberal Union' Club, deprecated the allegation that fiscal reform would necessarily causo cheap food, or work f6r all, or prevent fluctuations in trade. What the reformers were justified in claiming, however, was that if the fiscal system was reformed there'would bo moro work for British peoplo, a greater demand for labour, an'd't better conditions in tho labour market. Lord"' Malner, lex-High Commissioner for South Africa, addressing tho annual meeting of the Women's Unionist Tariff Reform As-' sociation, urged that beforo a- permalient fiscal change is possible there must be a conversion of the national mind, extending far beyond the bounds of ono party, similar to that which in Sir Robert Peel's tiriib brought the bulk of the people on the sido of what has been called free trade'. ; DINNER TO MR. In the course of his speech at a dinner given to him. by the Liberal Unionist Club, Mr. Balfour'strongly'criticised tho Government's domfestic legislation, which he denounced, as expedients to prevent tho losing of by-elcctions.
