VICTORIA'S NEW GOVERNOR.
'' The "Argus's" London . correspondent writes the appointment of Sir Thomas Gibson Carmichael, Bart., of Skirling, as Governor of Victoria, in succession to Sir Reginald. Talbot, occasioned some little surprise, though those who are best acquainted with him personally congratulate the State on having secured so popular arid genial a Governor. After taking his degrees at St. John's, .Cambridge, Sir Thomas becamo identified with politics, and has been a trusted . adviser to Scottish Liberalism for many years. Ho was private secretary to Sir George Trovelyan and the i late Lord Dalhousie when those gentlemen' were Secretaries' for Scotland. In 1895 ho succeeded Mr. Gladstone as momber for Midlothian, and ho" represented tho constituency for fivo years, when lie retired. He is deeply interested in agricultural affairs, and *is a famous brooder of polled Angus cattlo. Ho is an accomplished naturalist, and has written papers on spiders and centipedes, which have attracted notice. In several branches of art he is rogarded as a connoisseur, and is now chairman of tho National Galleries of Scotland and of the Modern Arts Association. He is also a trustee of tho National Gallery, London. He is a Freemason,'and takos a keen interest in the craft, and has lield high office as Grand Master. Lady Gibson Carmichacl, whom lie married in 1886, was a Miss Nugent, and is describod as a very amiable and charming lady. Sir Thomas is a quiet and effective speaker, with a considerable gift of humour.
