Sir Edward Grey, Foreign - Secretary, speaking at tho Iron arid- Steel Institute dinner, declared that Britain's aim was peace, but her naval expenditure dopends iiim 'that of other Powers. Our navy, said Sir Edward, was one for defence. If over it falls to such a point as to bb unable to cope with any probablo combination' brought against it, our very independence and integrity would be jeopardised.
