' : Swaggers aro fairly common in tho Wairarapa at tho present timo (writes our correspondent). In Carterton the other night, the local constable rounded up eight of tho fraternity, tho majority of whom, ho said, belonged to tho now regime—young men principally, who wero leaving tho cities for ebo cities' good. Two of them had only the clothes' they stood in, whilo another was vhandicap'ped' with a wooden- • leg. Not so long ago numbers of. these sybarites carried umbrellas and smoked cigars, but apparently those days are past, at least for somo time. ' .
