Onslow Borough Council asked the sanction 1 of the ratepayers : of Kaiwarra for "a ltian' for the 'purposo'bf providing .sewerage works. The proposal -was dofe'ated at a poll, but tho Council .• decided - not" to ' givo it upV : ' Tb'ey felt sure that- the.'householders, who', wore tlie direct •: sufferers: .from .the want of .up- . to-date sanitation, 1 were' strongly in favour of tho scheme. There were only G4 ratepayers (i.e/,. landlords),'and a 'much larger number of householders. Tho Council, therefore; with the. moral support of. tlie Health Department, decided to do the work iri spite of the ratepayers. ' They proceeded .' under; section 66 of tlie'.Public Health Act, 1900,. ■ which 'ompowers '. any ' local, body to• borrow' . money without,, .the consent'..of,, ratepayers for. any. ■ work. recommended - ,by :the .- District' Health Officer and. approved by tho Minister for- Piiblic Health. Tlie matter came'up at last night's meet-, ing of tho' Council, when a lottor was received from the District Health, Officer (Dr. J. P. -Frengley), notifying the Minister's approval • of the plans for a _ sewerage and soptic' tank for Kaiwarra. - ' . . Councillor • Lynneberg expressed- satisfaction ,that the matter was now so far advanced; The sanitary condition of Kaiwarra' had lonjg been a: disgrace to tho district. :. A, question as to tho security for tlie proposed loan having boon raised, the Mayor said that in this clrairiago scheme the Coun-. oil. was -taking-,/a .now'''departure.- He:did. not know that tho samo procedure had been adopted by any other public body in New Zealand. The ratepayers had rofuscd to sanction tho-work, and the Council,- therefore, had been obliged..to have recourse to tho- Health Department. They now had to ask the Government for a loan for tho'purpose, arid the-Dopartniont had recommended that the. Joan be granted.' It would be. for the Government to indicate what they would require , by. way of security. Tho; cost of tho work was-estimated at £110-1 155., and £300 would bo required for making the connections, but they hoped .to recover that amount. . It was resolved tw apply at onco to the Treasury for the loan. - ;
