The United States Senate, by 5() votes to 23, again defeated tho Nav'al Appropriation Bill, after it had been amended'by President ■Roosevelt's dosiro to provide for tho building this year of four battleships, instead of two. President Eoosovelt's naval policy is contained in. tho following comprehensive sentence in ono of his last messages: "If wp build only two battleships a year, America must go backward in naval rank and relative power amonj; tho great nations. This would be unwise if she fronted moroly ono ocean; it is doubly unwiso when she fronts two."
