Lord Eslior, in nn article on British naval supremacy in tlio "National Review," urges tho avoitlanco of a paper programme. Ho thinks it would bo best to let Britain build two shins of equal strength for every one that Germany builds. HIS LORDSHIP AND THE KAISER. Lord Esher belongs to tho school which urges that Britain .should base its naval programme on Germany's—tho school which tlio Kaiser detests. The Kaiser asks, in his famous letter to, Lord Tweedmouth, why every German warship excitement in Britain, whilo those of Mapan or the United States or other Powers do not. The German navy,, Tia says, is for defensive purposes, and why should Germany bo singlec' out. Tliis letter was sent, it is said, principally as tho result of Lord Esher publicly declaring that there waj not a man in Germany, from the Kaiser downwards, who would not wclcomo the downfall of Admiral Sir John Fisher, First Sea. Lord 1 of the Admiralty. Sarcastic references to Lord Esher are said to have been-one of the features of the Kaiser's epistle to tho First Lord. Lord Esher now returns to tho charge, advocating, as Mr. Stead lias done, a German' standard. . , •
