The Governmont, added the _ Governor, wished to govern in tho interests of both natives and whites, only tho supremacy of the whites must bo maintained. A Durban cablegram of April 23 stated:— "Tho Natal Governmont is providing for spccial' representation of natives in the Legislative Council. It is intended to create a i Council of Native Affairs, and to establish ' native settlements, with inalionable' lind grants to. individuals."
