At the conclusion of, a tour of Zululand, Sir Matthew Nathan, Governor, of Natal, spoaking at Vorulam, said that the Governmoht's present proposals refuted tho most wrongful charge that Natal was careless, of native interests.... The Governmont, added the _ Governor, wished to govern in tho interests of both natives and whites, only tho supremacy of the whites must bo maintained. A Durban cablegram of April 23 stated:— "Tho Natal Governmont is providing for spccial' representation of natives in the Legislative Council. It is intended to create a i Council of Native Affairs, and to establish ' native settlements, with inalionable' lind grants to. individuals."
