AGAINST THE BRITISH SCHEME. According Ito a speech delivered by him on January 21), Baron Vein Acrenthal, Austrian Minister for Foreign Affairs, is opposed to the gendarmerie (proposals of Sir, Edward Grey. In "the course of his speech the-Baron said:— "Other proposals have also been made for the suppression of these- bands. Their effect is that the reorganised gendarmerie should be more freely employed. We have discussed this idea, especially with the, English Government. We have studied the matter very thoroughly, but have como to a negative conclusion. - It appears unpractical, if one reflects that' the reorganised gendarmerie numbers at present hardly 6000 men. Its development would thereforo require much time and money j nor do I believe that ,we should be puri of, the Sultan's assent. There remains nothing but toawait the repression of the bands by ' Turkey, and by Turkish troops. It would have been much better, and wo should 'already havo made much more progress, if Hhel Turkish authorities had ajted more consistently ..in-- this regard."
