Mr. Asquith, the Prime Minister, lias submitted to King Edward the changes which ho proposes to make in tho Ministry. Nothing will bo announced till after his return to London'to-night. It is considered more probable that Mr. Winston Churchill (Under-Secretary for tho Colonies) will receive Cabinet rank by becoming President of tho Board of Trade (the |)ost now occupied by Mr. Lloyd-Gcorge) rather than by being made Secretary of State for the Colonies (tho post now held by Lord Elgin). Even should .Mr. Ghurchill be defeated wlien ho goos to his constituents at Northwest Manchester, a, membor for ono of tho Welsh seats has offered to retiro in his favour. '■> (Reo. The\ Liberal newspaper "Daily News" claims'ithat it has authority to announce that Mr. Morloy (Secretary for India) will go to the House of Lords, while retaining his presont office. THE KISSING HANDS CEREMONY. i London, April 9. .King Edward returns from Biarritz on the 16th, a date earlier than was expected. "The Times" declares: —"Tho ceremony of kissing hands at Biarritz was a wide departure from a hitherto unbroken precedent. Perhaps it ; ,wa's a picturesque, graceful tribute to the reality .of tho ontento that King Edward and', Mr. Asquith were so much at homo in France, but every ono with sound knowledge of sour political system must hope that tho precedent will not bo repeated excopt in a caw of necessity.'' THE POSITION IN MANCHESTER. When ho was> elected for North, West Manchester in'the Liboral interest, with a majority of 12-11 over Mr. W. Joynson Hicks (Conservative an(l anti-Socialist), Mr. Winston Churchill captured a seat which had been Conservative for at least a decade and a half, during which period the Conservative member (Sir W. H. Houldsv.'orth) was, twice returned -unopposed.'! No wonder that the Unionists aro, according to a late cablegram, preparing strenuously to win back the . seat, should Mr. Churchill enter the Cabinet. The. last, municipal elections are not a good augury for the /Liberal cause. "Tho municipal elections at Manchester," says the "Daily Mail," "resulted in the entiro defeat of tho Labour and Socialist party, who, though they captured ,i seat m Harpurhey ward, were unsuccessful elsewhero." " ' " The suggestion that Mr. Churchill is to be ■President of tho Board of Tradp—instead of becoming. Secretary; for the Colonies, a position'now held in the Upper Chamber by Lord Elgin—tends-to strengthen the previous suggestion that the President of tho Board ofTrade, (Mr. Lloyd-George) is to succeed Mr. Asquith as Chancellor of the Exchequer. The Rt. Hon.
