Tho Earl of Crewe, Lord President of the Council, and Baron Tiveedmouth, First Lord of tho Admiralty, have been created respectively Knight of tho Garter and Knight of tho Thistle, in succession to the Duke of Devonshire and the Marquis of Linlithgow, deceased. ' The Enrl of Crewe, Lord President of tho Council, is, by his second wife, Lord Rosebery's . son-in-law. Horn in 1858, the son of Baron Houghton, 1 he was created Earl of Crewe in 1895. In 1892 he was an Unusually young hut . successful Viceroy-of Ireland. He'is described as "a Liberal, ah art connoisseur, something of a poet, a bibliophile, a sportsman, and a mail of wealth ... and yet contrives to feel at homo in a Cabinet with Mr. Burns." Lord Tweedmouth, the second Baron, noted as the recipient of the Kaiser's letter, served an apprenticeship in .the House uf Commonsas tho Hon.; Edward'Marjoribanks before'his father's death in 1894; sent'hinr to tho Housr of Lords. In the Commons lie was moinlj voted as Chief Liberal .Whip; In Lord Eosebery's Government ho was Chancellor of tho 1 ' Duchy of.Lancaster and Lord Privy Seal. He--is now First Lord of the Admiralty, He war for nine .years an Alderman ;of tho Londoi County Council. ; The Order of tho Garter is the premier ordel' of ..knighthood, instituted by Edward 111 i®-' 1344.' The Order of tho 1 Thistle is an order in. according to tradition, by ArchaicueKing of the Scots, in 809. Though thus oldci than tli'o Garter in its origin,- it has been; several times in abeyance, having been revived by James " of Scotland, by James II of England, and finally by- Queen Anne,'who placed it, on . its present footing.
