China is again raising the question of the extension of the Peking to Hsin-min-tun railway northward to Fa-ku-monn, which proposal Japan has 'vetoed on tho ground that, by linking up Peking with tho Manchuriaii systom, the proposed oxtonsion would compete with tho South Manchuria lino. As a soquol to tho seizure off Macao, and subsequent release, of tho Japanese* steamer Tatsu Maru, the Japanese Government has informed China that in future Japan will only export arms and .ammunition to Macao, orders for which aro guaranteed by tho Governor of Macao. <
