It urged the institution of savings banks. SUFFERINGS OF CHILDREN. , "One pressing matter," writes a New.York correspondent,. " is - to end in some way. the shameful • nice between tho poorer States to attract capital by permitting child-labour upon ever-easier terms. At least a dozen,' States are'-almost- equally -guilty; 1 and even in- the older: States,-,such: as Pennsylvania and New York,... the ,laws; protecting, children are, .in many cases, loosely enforced.
