King Edward has written to tho Kaiser personally regarding the Tweedmbuth incident. It is announced in Berlin that tho King's letter gave the Kaiser evident pleasure. Great satisfaction is expressed in official circles at King Edward's action. NO COPY KEPT. (Roc. March 11, 9.57 p.m.) Berlin, March 11. Tho German Government,has sent a courier to London to obtain a copy' of tho Kaiser's letter, as none , existed in Berlin. REMARKS OF "THE TIMES." ' London, March 10. ; "Tho Times" says:—"Tho Kaiser doubtless bantered Lord Esher, but tho substance of his letter was a long, elaborate' argument, involving labour and time, and intended to demonstrate that German naval preparations did not necessitate corresponding Britishadditions."

"The Times" argues that Lord Tweedmouth did not deny its statements that the Kaiser's letter was elaborate in character, and intended to persuade tho British Admiralty that Gorman' preparations by vo means cams'at a critical moment; also that' it was not calculated, to strengthen the' hands of the advocates of adequate defence. '
Peoplo could hardly 'help reflecting, ,tho paper adds, that the Government 'hud tho' power to publish Lord Tweedmouth's reply, and if it.did not contain anything relating to his dopartment such publication would 'relieve ( anxiety.
'■'■"The Times", concludes: ' "Opinion throughout Europe will not bo satisfied till tho wholo'correspondence'on tho matter 1-as been published."
Tho "Standard" declares that the action of Lord Twdedmouth in consulting Sir Edward Grey was. tho only regularity in a hopelessly bungled affair, Tho correspondence, by tho Kaiser's permission, should, be'published in England, and Germany. ■ - ' , ■
A statement to . the. effect that Great Britain and Germany exchanged views, regarding tho Kaiser's .letter, or in,reference to reduction in naval armamonts, is officially denied'in London. ■ < .
Official , statements published in London and.Berlin.agree that the good-relations between: tho countries remain undisturbed.
