LOWER HUTT BOROUGH COUNCIL.
A meeting of tho Lower' Hutt Borough Council was held last.night. Present Councillors W. H. Russell (in the chair), H. Baldwin, W. S. Judd, F. Ross, Wildsmith," Ilodgiil, J. O'Sullivan, and J. Ward.
It was reported that over .85 applications had. been received for connection with the water , ; Applications" for -the renewal of licenses-of public halls were received from the' W.C.T.U.
and the Rev. J. Jones, of St., James's. The reported favourably, and the applications were granted. •. ; '• t • Mr. A. Y. Lees, on behalf or himself, Mr. . Bennett, and Mr. Pinney, wrote, stating that they will lose no, opportunity ■in -trying to raise , the necessary ambunt for the'approaches to, tho'Melling Bridge, and that the ,£2OO for this purpose is almost certain-to be raised. A letter was also received . from the Department for Roads on this.question. ; Tho communications were, .received. Messrs. Gray and .Jackson .wrote' concerning the widening of Parliament Street, and Mr. and Mrs. Emeny's I claims. They suggested that with a' view to avoiding, if possible, the exponse.of prosecuting a claim in'the Compensation Court, the Council should submit tor their clients' consideration, 'the prico which the Borough, is willing to give for the land taken. The letter, was - received. , Messrs. Stafford and/Treadwell wrote, i in'respect of the estate of the late Mi'. John Orr, notifying ■ that Messrs! 'Meek and Von Haast had been in communication with them regarding the Public Trustee's claim in regard to raising the level ot, the roadway, when constructing the western approach to the Eutt Bridge, and asking "to bo furnished with cor-' tain information. , It was resolved that the information be granted. ' ■ : t The Gear Meat Company wrote in-reference to. the manure works, stating that these had been running almost continuously, and that everything had: been disposed of in a fresh state. They suggested; that a 1 smell, which had been complained of, probably arose from tho Sanitary .Depot. : The clerk was directed to. send a copy.,.of tho letter to, the'Pctono Borough Council, and .ask. thorn to .remedy, the matter.. ; Councillor Hollard, who is going to Taranalci, was granted leavo for the remainder of his term of office. Tho Minister for Labour wrote, stating that as-tho bpronghs of Petone and Lower Hutt had failed to notify'which'day would be recognised as'the half-holiday, the Department had fixed Wednesday. . / Tho M'llvrido Cricket Club applied for use of tho Recrcation Ground for March 7, and offered to rent a pitch for 10s. fid. Tho applications - were granted. ; . . Other applications''for use of tho ground I wero .referred to the ...Reserves Committee. ; Tho llutt Park Committee forwarded a resolution passed .by them, "That the several councils be asked to subscribe the sum of ,£SO, by way of grant to tho Committee, in tho following proportions, viz.,£2o each, Lower Hutt and I'etone, and ,£lO Eastbourne." Tho request ' provoked - considerable discussion, in the courso. of- which some strong comments wero passed on the action of tho late trustees of the park. in tying, up tho . property for seven..years just before they went out of office. ", . -.'• Councillor Ross spoko strongly against making a contribution. • Councillor Judd thought that the park would soon be self-supporting. He thought that they should give, the committee , the few pounds asked for to' enable them to carry on. Councillor: Ward, .while, condemning tho action of the' late .trustees, thought that if- the' pioperty were tied up for .twice the period the Council should support' the committee now. ....-■ Councillor Baldwin was satisfied with the reflection that without spending a farthing on the grounds it could be possible to get' ,£IOO a .year from tho golf club for their use. The Mayor explained, inranswer to Councillor Ross, that though the golf club had the stewards' stand, they .had .no.control over the giand shyid and,other buildings, and'there'; was nothing to prevent jhe letting of park .groundto, 'football clubs. Ho advised,-.the. Council strongly to retain their interest'iii the land," which "is going to become a very valuable asset. .' Finally, it was agreed to subscribe .£2O as requested.. '-. .
Ihe engineer reported thnt .the., work of kerbing and.channelling in the main road was progressing. satisfactorily. The ■ cleaning. and tarring of tho footpaths on tho Kirlymont estate was in hand, and the alterations to the old Council Chambers would soon be completed. Ho had. seen Mr./ltoMnson, District Road Engineer, in! connection with the plans and specifications for Melliiig bridge, Camp Road. Mr. Robinson had| approved and signed them on . the understanding that , the .Council took the, responsibility of the design and strength, of the,bridge,, according to, tho.plans and specifications shown. The engineer recommended that the Council - should pass a resolution accepting that responsibility, and stated.'.that 1 .there could be no doubtj as to the satisfactory strength of the bridge for the purpose for which; :it- was required, the breaking strain of the combined cables being guaranteed to be 528 tons. Eight new house connections had been put in, six in Aglionby Street, and two in Hautana Square. The expenditure on the District Fund Account was £T.C>2 19s. lid'., and on the .£52,000 Loan Account .£IBB Gs. Id. : .
The report-was adopted: " Accounts wero- passed for pavment to the amount of iIOG2-lls. Bd. on the "District Fund Account, and £632 ISs.'on the Loan Account. With-regard to Moiling bridge, a letter was received from the liutt Kivcr Board asking the .Council to submit plans'to them. The engineer reported tliat all the Board requirements had been complied with. Jt was decided to forward plans as requested. . It, was reported that 03 dogs had been regis-' toed,, making 103 to date. Thirty- head of cattle had been impounded during tho month. The Fire Brigndo Committee reported that they., had . considered the question of taking a poll, with a view to bringing the i'iro Brigades Act, 1907, into operation in the Borough. -They recommended the Council to allow the matter to stand over for a year. The recommendation was adopted. It was decided to insure with the Commercial union against risks to workmen. It was reported that the reservoir wns now filled, s - and that thero was full pressure throughout the Borough.
