A BRITISH AND GERMAN. LETTER FROM IDE KAISER. STRONG COMMENT BY "THE TIMES" , FOREIGN INTERFERENCE RESENTED. i ■ dy telegram—rnEss association—cornuonT (Rcc. March 6, 10.47 .p.m.) - London, March 6. "Tim Times" states that the Kaiser has written to Lord Tweedmouth (First Lord of tho Admiralty) relative to the British and German naval policies, and a reply has been dispatched. It is 'affirmed that tho Kaiser's letter amounts to an attempt to influence in German interests 1 tho Minister responsible for tho naval estimates, . "The Times" urges that the letter should be made public, and goes on to state :—/. If tho complimentary title of Admiral in the British Navy can bo held to warrant a foreign potentate interfering in our domestic affairs by secret appeals to the head of a Department on which tho national safety depends, it becomes an urgent necessity to abolish dynastic compliments." If King Edward similarly communicated with the . ■ head cf the German naval military department, there mould be a universal cry of anger from one end of Cormany to the other, and the world would hold that Germany was within her rights. If the Kaiser had anything to, say to Britain tending to a fair understanding about armaments, he could use the regular official channels of communicating. ■ with the British Government., No private relations with mombers of tlie Government oan excuse' a departure from the regular methods and recourse ,to private influences to which. some. men are amenable when coming , from an exalted quarter. The'lCaisor'.was appointed an honorary Admiral of tho Fleet in -the British' Navy on August 2, 1869. .Ho is the only person to hold this position. / ■: '
