NEW IMMIGRATION REGULATIONS. : It is denied in a number of well-informed circles that the immigration' regulations, which have recently obtained the assent of tho Canadian Government, are in any' way due to the diplomatic regulations between Canada and Japan. The regulations insist that all intending immigrants must ship to Canada direct from the country of 1 their origin or adoption, and not break ihoir journey at intermediate places longer • than is rendered necessarj\ by tho conditions,of transit. .The regulations apparently aim partly at those emigration offices which have been in the habit of collecting would-be emigrants from all parts of the Con-, tinont and shipping them to Canada, irrcspec-' tivo of whether thoy aro likely'-to prove suitable colonists or not. Canada has no : desire to extond her welcome to those classes of people who aid in-tho congestion of great cities. She is, however, doing all in her power to encourage the inflow of agriculturists from all parts of the world. In so far as the great fines are carrying the desirable cjass of emigrants, thoy will bq'unaffected by the change, except in a few individual cases. While, as regards Europe, tho changes aro insignificant, they are unquestionably of importance,, as affecting the residents in tho United Sta'tes.It has been a common practice for Japanese and others, to enter Canada after residence in tho States and in Hawaii, ami it is in these quarters that tho reform will materially re(ltico the number of immigrants; It is possible that, for a time, at any raio,- the solution of Japanese emigration to Canada lias been solved. Tlie measuro appears to be meeting with- little opposition. .
