Londcn, February 24. ; Tho New York correspondent of " The Times" states that President Roosevelt lias again stirred the country by means of a' letter requesting tho Inter-state Commerce Commission to investigate the labour,' conditions affecting railway employees in view of a possible reduction of wages. Some people interpret this as an attempt to secure for Mr. Tuft (Mr. Roosovelt's nominee for the Republican Presidential candidacy) tho labour/1 votes. Others believe that tho President is recommending a wise mode of prevention of strikos, it being apparent that tho • railways' aro being brought face to face with conditions in which they must cither reduce the number of employees or cut wages.
