A Japaneso memorandum handed to tho American Ambassador at Tokio shows that tho Government has agreed to a number of America's suggestions with referonco to tho' restriction of emigration to tho United States. Tho memorandum states that tho stoppago of emigration of Japanese to Canada, Mexico, and Hawaii makes further American complaints impossible. "THE REAL QUESTION." OPEN DOOR IN MANCHURIA. American newspapers declaro that the real question betweon the .United States and Japan is not that' of. immigration, but whether Manchuria will fall under Japanese oontrol, and the open door bo closed.
