It is absurd to expect that the mere framing of regulations will amount to 'anything unless there is provided adequate means fbr. their strict enforcement. In default of the power to conduct such a campaign of supervision as will make it too risky for any milk-supplier to : resort to any of the dirty practices now categorically proscribed, the framing of regulations, while creditable to the intentions of the Health Department and its anxiety to have the city milk-supply placed upon a better footing, is simply labour lest. Much, nevertheless, may be done by the public itself to assist in the enforcement of the regulations, and now that the private citizen is exactly informed as to what is illegal ;n the 'handling''of milk, he can render useful service in ' calling" the Department's attention to any abuse that comes under his-'notice:
