M'Arthur (Conservative), providing for the appointmont ,of commissioners, to deal with ecclesiastical disorders, was talked opt. : Mr. John Talbot (Conservative member for Oxford University, and an Ecclesiastical Commissioner) emphasised tho statement that, since a Royal Commissioner had been appointed, certain practices had been dropped in many places at the instance of Bishop Walsh. He declared, with - regard to tho amendment to the Address-in-Reply, • moved by Mr. Mastorman (Liberal), in favour of disestablishment; that this was not within half a century 'pf practical politics. •
