Vicars's : refusal to relinquish tho office of Ulster King of Arms, claiming that ho had not been notified according to law, his dismissal was regularly formulated yesterday. Ho yields undor, protest, and a legal development is espectcd. The Commission that was appointed by tho Government to inquire into the loss from Dublin Castle of the Crown jewels of tho Order of St. Patrick, valued at <£50,000, ; reported that Sir Arthur Vicars, Ulster .Kins of Arms, did not exercise vigilance and proper care in the custody of the jewels. Sir Arthur Vicars withdrew from the sittings of the Commission as a protest against the proceedings being held in private.
