A Blue Book which has been published shows that tho Secretary for India, Mr. John Morloy, and tho Secretary for Foreign Affairs, Sir Edward Grey, entertained lively misgivings as to tho possiblo effect of the Transvaal's Asiatic legislation iri India and abroad. . Gonoral Botha, Promier of tho Transvaal, before' the Acts wore sanctioned, promised temporary pormits to admit distinguished Asiatics by means of signature, instead of by finger-print! He also promised legislation to restrict powers of oxpulsibn. The "Daily Chronicle" says that, whilo tho self-governing colonies arc determined to. exclude Asiatics, the Imperial Government, whichevor party is in office, cannot dictato a different policy, but'tho problem is gravo. Alloviation may be found in Indian immigration to somo of tho Crown colonics in British Africa. ' '" ■ N ADVICE TO NATAL. VIGOROUS SPEECH BY MR. SMUTS. (Rco. Mr. Smuts, Colonial Secretary of tho Transvaal, in a speech at, Pretoria, said that owing to tho inorcaso of Asiatics in Natal it is about timo that tho rest of South Africa took firm action, and proffored advice to Natal in the strongest terms.. Other? wiso ,Asiatic immigrants would overrun the whole of,-South Africa. . : Tlio Transvaal, said Mr. Smuts, was still willing to register Asiatics, if they came for-ward-voluntarily.
