To qualify' for proficiency pay a man is required to pass a gunnery and specialist examination every six months. Should he fail to pass twicc in succession ,a special report is'to he mado as to whether it is advisable to retain his services. The'proficiency pay awarded to each gunner is-based 011 the following conditions: —(a) All gunners who qualified at the last examination for first-class gunner have been awarded firstclass proficiency pay at the rate of<ls. per diem tor seven days per week, (b.) All gunners. who 'have not qualified by f examination for hrst-class gunner have been awarded soc-oiid-ekiss, proficiency pay at tho rate of 6d. por diem tor seven days per week., (c.) All gunners under, six months' service are ineligible to receive proficiency pay, but 011 completion of- six months' sorvico will be given proficiency:'pay according to qualifiedtion, providing .he passes the prescribed examination. Bombardier' artifieor,' 7s. fid. a day, arid after seven years' service to bo promoted to corporal artificer. Corporal artificer to receive'Bs.- a day, and after ten years' service to. .be promoted.-; to sergeant artificer. Sergeant artificer to receive Bs. fid. per- day. and after 12' years' service in •artificer rank-to bo promoted to-staff-ser-geant 'artificer. r Stafl-sergeant artificer to receive :95., and after 15 years' sbrvic'o in artificer-rank to be promoted'to quartermas-ter-sergeant-' artificer. -Quartermaster-ser-geant artificer to receive 10s. a day, and after 20 years' service in artificer rank to bo promoted to . sergeant-major artificer. . Ser-gearit-major artificer to receive lis. per day. When' public quarters are riot available, house allowance will bo granted as follows:— S'V;- & Rank and File 15 Sergeants .; 20 Warrant- Officers and, Staff-Sergeants 25 Warrant officers and staff-sergeants who wore prior to October >1, 1907,. drawing a higher rafe of ■ house allowance will still continue , to. drawl the increased amount. .AH'N.C.OIs rif tho Permanent Force will be allowed to marry, and. shall be' eligible to draw hoiise allowance ■in accordance with their rank. AH gunners'over eight years' servico will also ha allowed to marry. Back servico of all gnnners now serving will be allowed to count. . All married gunners now serving in the regiment, whether married with permission or otherwise, will be eligible to draw house allowance —viz., £15 per annum, irrespective of their, service. ' In addition to the above pay and allowances, a free issue of service uniform will be mado to. N.C.O.s and' men cach alternato year. ' The reduction of the Force necessitates a reduction in tho number of clerks from nine to five. These clerks will receive tho same rate' of pay as N.C.O.s and men of equal rank doing military duty. En'glncors shall bo as far as possiblo absorbed into tho R.N.Z. Artillery. Tho Artillery thou being composed of specialists formed into two sections designated Gunnery and Electric Lighting Sections. An Elcctric Light Scction is to bo formed by tho Garrison Artillery Volunteers at each station to supplement the R.N.Z.A. specialists in electric lighting. Tho drill pay to Permanent Force when acting as instructors to Volunteers, and oxtra-work pay, will be continued as at present, excepting that warrant officers will not bo eligible for Volunteer drill pay. Positions in tho virions districts—such as mobilisation storekeepers, drill instructors, clerks, etc., will be filled as vacancies occur from suitable men serving in the Permanent Force.
