Ho also expressed satisfaction at tho rccont Franco-Spanish action. < Baron Aoronthal warned tho Sultan of Turkey thatyinless ho fully supported tho roforms demanded by tho Powers, and withwhich they were resolved to proceed) his position in ithe three Vilayets would bo jeopardised. Terrorism Would not have assumed such dimensions had the Turkish authorities'afforded the .'defenceless-population en-' orgotic protcctiort. Ho added'that the Balkan States had assured tho Powers that they Would not tolerate the organisation of lawless Bands in : their countries.
