" REMARKS: BY THE ATTORNEY- 1 " GENERAL. ; ' B.V tho Gaming and Lotteries Act of- last session, betting on -'doubles" on tlio totalisator is prohibited, but there is no. such provision in regard to bookmakers,-who havo freely exercised their privilege at. the various meetings. : Asked his opinion on the law in this respect, the Hon. Dr. Findlay (Minister for Internal Affairs) said yesterday that it was true-there was.no express prohibition in the Act against bookmakers hettiug on doubles, but the fact that this class of betting was expressly ' "prohibited on the totalisator showed that the Legislature, clearly , regarded it as an evil, offering as it did delusive attractions to the gambling spirit. "And if," said' l)r. Kindlay, "tho Legislature regarded it, as an evil to. be expressly legislated against it seems to me that double betting hyhnokr makers cannot be less 'objectionable - than double betting on tho totalisator!' 1 .
