It-is stated by one writer that tho reason for this is an idea current in influential quarters that, until. the Panama Canal is built, and the' navy raised into much greater strength, a mercantile navy would be an embarrassment rather than a help;, and, further, that while every American dollar can bo (very profitably employed on shore, it is unwise to encourage them to seek new and less certain ventures.
