' New York, January 23. , A convention of the United States Board of Trade, meeting at Washington, resolved that the commercial interests of the country required prompt , legislation to re-establish the American Mercantile Marine. The 1 mercantile marine Ms i the dead limb of the United-States commercial tree, despite restrictive ' laws in the coastwise trade. ' Shipping Subsidy Bills, to galvanise it into life, were introduced in Congress last year, and failed to pass. It-is stated by one writer that tho reason for this is an idea current in influential quarters that, until. the Panama Canal is built, and the' navy raised into much greater strength, a mercantile navy would be an embarrassment rather than a help;, and, further, that while every American dollar can bo (very profitably employed on shore, it is unwise to encourage them to seek new and less certain ventures.
