Both these reforms were difficult, said Mr. Balfour, and both woro necessary, but, if tho Unionists aspired to aehicvo these reforms, two small though not unimportant extreme wings, who found it difficult to work with the vast solid main body of Unionists, must sink thojr diffcroiipes. and arrange to' co-operato, Mr. Balfour said ho was convinced-that tho great bulk of tho Unionist party favoured a ir.oderato and resolute polioy of fiscal reform. If mutual concessions between sections enubled them to adopt an efFectivo common action, tho country would reject thp most reckloss Government that over, held office, and would call to power men with a constitutional and Imperial policy.
