The Gulfs of Bothnia and Finland arc the ultimnlo itrniß of the Baltic Sea, tho former separating Finland fi;om Sweden, whilo tho Gulf of Finland leads right up to Kronstadt, the gate and fortress of St. Petersburg. A Berlin cablegram of January It stated that the conferring Powers would uphold iu the Baltic tho principle of an open sea.
