EASTBOURNE BOROUGH COUNCIL.

A meeting- of tho Eastbourne BbronghCouncil was held at Williams's Rooms, Rona Bay, on Saturday evening. There were pre- - sont: The Mayor (Mr.' F. G. Holton), Councillors Bannatyne, Danks, Foley, Mackenzie, M'Koegan, Sliortt, r and' thfi cierk (J.--D. f Avery). Councillors Howden and' Robertson' were granted leave of absence. Advice waa recoived from the Government of the' appoint-: ment of Mr.; William Stonham Short as;#.: Commissioner. to inquire and- make a report respecting financial , and . other adjustments ■ between-the:Borough Council and the Hutt_ County Council. .The question of representation before the Commissioner was left to the Mayor and tho clerk. The special orders concerning the bathing by-laws,. hoavy traffic by-laws, and public streets, AS recently advertised, were .confirmed. '.. The Mayor reported that the loan of £4500, / authorised by the -'ratepayers;' had been placed, and lie and 'the treasurer were; authorised to sign and issue the debentures, ; which are to have a currency of twenty-six' years, bearing interest' at 4j per cent.". It,, was resolved to proceed with the works,' the' whole Council, as a Public Works Commit-;',. toe, to meet and settle order, of procedure next Friday. ' 1 It was decided that steps be taken , to,, impound stock found on the sand-drift area,'.', and to prosecute porsons.trespassing thfire'ori.,.. ■ Tho clerk was directed t-o take action .with"', a viow to bringing about an improvement .is.. the street lighting. .. >.' ' . ...... '. Further consideration was given ,to 'the question of water supply. The' attempt to get artesian water had been frustrated by the breaking of the pipe 90 feet below the surface, after being driven 215 feet. A sug-. gestion for the adoption .of the 'siphon,' schemo was discussed, and ultimately it. was., resolved that tho question of procuring .'.a water supply from the stream on the Forest Reserve De left to, the Public Works Committee and, the clerk, and that tho clerk" bring dtown a report to tho next meeting of the Council. ... ■ ' .' Tho Mayor was appointed the Council's delogate for the olcction of Harbour Board • mombers. Tho don-tax for 1908 was fixed at as. A discussion also _ took placo on the erection of buildings of secondhand timber imported into the district. It was resolved that the qnes-'; tion of amending the building by-law to prevent tho use of sccond-hand timbor be roforred to the By-laws Committeo for ft report to tho next meeting nf the Council,, and that in tho meantime tho clerk ho empowered to rcouest tho Health Oflir->r to inspect any second-hand timber brought into- the dis--trict.
