According to reports received from the Provincial Emigration Department at Toronto, hundreds of unemployed men from the United States are crossing the border into Canada. As they havo no money, the Department is at a loss how to deal with them, since only tho physically aud mentally unfit can bo turned back, and no pecuniary qualification is required. Mr. Monteith, Minister of Agriculture for Ontario, states that the problem of dealing with indigent immigrants is tho most serious tho country has to face this winter. Tho number of unemployed Is already iu excess of last year.
