Tho "Pall Mall Gazette" says that an All Red route would prove highly expensivo, and would l involve a heavy- annual charge on tho British Exchequer. Thero is no chance of compelling tho foreigner to pay such a form of preferonco. The "Gazette" adds: "Tho higher tho Bill is tho more conspicuous the inconsistency of a Frcetrade Govornmcnt."
