In connection with tho inquiry into tho conduct of Russian Generals during tho war with Japan, General Kaulbars (who has sinco won himself a reputation for merciless sovority as Govornor of Soutli Russia) has been summoned to St. Petersburg to explain his surrender of Mukden. General Ronnnnkampf, who also figured prominently in tho war, has succeeded him at Odessa.
