, , FURTHER CONSIDERED. A meeting of tho City Council was held last everting to further consider tho new bylaws. The Mayor presided, and those present wero: —Councillors J. Godber, Morrah, Hales, Shirtclilfo, Bellinger, Smith, Cohen, Fletchor, Carmichael, and Diss. Certain recommendations by the By-Laws • Committee wero submitted, and the altern- | tions made wero in the direction indicated by thorn.' Clause 339, dealing with . churches and schoolrooms, was altered, on tho recommendation of the Committee, to read "that all churches, and public halls hereafter erected to accommodate more than 500 people shall have- side-courts and ogress spaco as required for theatres, opera houses, and other such' public buildings. All churches, schoolrooms, and public halls shall bo provided with exit doors, fire escapes, water supply and fire extinguishing apparatus and appliances, and all seats shall, bo so arranged and battened together as. may bo required." ■ . ■ Clause 340 directs special building requirements for hotels, restaurants, or tenement houses containing more than ''fifteen" bedrooms. Tho Committee recommended that tho word "fifteen" road "thirty."—Adopted."
It is stipulated in Clause 373 that no licensed hall or premises shall be nsod for any- purposo oxcept that for which it is licensed, and that on Sundays no charge shall be made nor collection taken up for Sunday concerts except as tho,audience left the building.—On tho rccommondation of the Committee the clanso was modified by deleting the words which directed that collections should only be taken up as tho audience wore leaving: tho building. , In regard to bath overflows, the by-law provided that no overflows be permitted. The Committee recommended' that for this provision it be substituted that overflow pipes should be allowed, and be made to discharge in a conspicuous position.—Recommendation carried. • ' i • It was decided that water used for-garden-', ing or other: special purposes (set out) bo considered on extraordinary supply. Thus persons using water for . theso purposes would bo charged for all supplies rogistorcd in excess of that_ to which thoy wero entitled; This practically leaves the by-law as it ha 3 previously existed. Tho following regulations in regard to elevators were adopted:— J In all buildings hereafter erected where passenger -. or froight elevators connect the soveral floors of any ' building over four stories in height, such passenger or freight elevators shall be enclosed with walls of approved fire-proof construction. No olevator shall hereafter be constructed in the - wellhole of any stnirwny in any building over four stories in height unless thore be a fireproof wall between such clovator and' such stairway extending from tho basement to a point not less than two feet above the roof level. All elevator openings' which are not surrounded by .walls shall bo provided with and protected by a substantial guard or vertical onolosure not loss than' 3 feet 6 inches in hoight, and the necossary gate or gates in tho samo shall bo self-closing and fastening. . ■ It was decided that tho fares at which motor-cars aro-to be hired, be left to- the person hiring the car and the owner to arrango between thorn., A now set of by-laws relating.to electric, light and power fitters : ,worc adopted .without discussion.
