Sir Anthony Van Dyck, born at Antwerp in 1859—in liia later yours Court painter to Charles I. of England, who knighted him— was n pupil of Rubens. Among his best-known works arc "Crucifixions," "Elevation of the Cross, "St. Augustine in Ecstacy," and portraits of Charles I. and prominent men of tho time. Ho is best known as a portraitpainter. FEDERAL TARIFF. Melbourne, December 9. The House of Representatives negatived Sir William Lync's proposed duty of 10 per cont. on paper for printing newspapers, and Cd. por lb. on magazines containing advertisements, equal to more than one-fifth of tho printed matter. The Houso placed both on the free list.
