Sir Edward Carson (who was SolicitorGeneral in the last Unionist Government), speaking at Macclesfield, and referring to lawlessness in Ireland, declared that the English had better withdraw from Ireland if they were not prepared to govern that country according to the ordinary elementary conditions of civilisation.
