During the debate in the Duma, the party known as th'o Cadets proposed that tho word " Constitution " be introduced in tho text of the Address-in-Rcply. An amendment by tho Right to insert in the Address the word " autocracy" was rejected. ; , ' . Tho Cadets and moderate Rights then agreed to the original text of tho address, which does not refer to either "constitution " or " autocracy," and this was unanimously adopted. The Labour party abstained from voting. Tho. Tsar was cheered, and'the National 'Anthem was sung. Count Witto has been appointed a director of tho Russian Discount Credit Bank. This implies bis retirement from political Mfe.
