An animnted debate is proceeding in the Duma relative to an address of loyalty to the Throne. Members .of the Left—except the Socialists, who absented themselves—urged that the Constitution ought to be mentioned in the address. . ■ Members of the Right insisted upon tho inclusion of tho word " autocracy." ; The Octobrist speakers, recognising tho existence, of the Constitution, considered it unnecessary to introduco the word in the address, since tho Tsar had not used it in his speech from tho Throne.
