[DY TELEGRAM.—PRESS ASSOCIATION'.] Auckland, November 1/ ,■' A special meeting of the Harbour Board was held this afternoon for tlio purpose of discussing the proposals in the now Harbours Bill. The Chairman (the. Hon. E. Milchelson) said ho understood tha tthc Bill as circulated was no guide, as it had been greatly altered by the conference. Tho cost of olec- ' tions would bo, serious, but Sir. -Napier informed him that the Minister intended to provide for the local bodies electing and sending their members. That could not bo done if only the ratepayers' roll was used, but if it was elections it would bo a very much moro expensive process, and he could not see how it would be possible to do without separate rolls, unless they took tho electorates under the general electoral roll. Ho believed in the wider franchise, as everybody : had to contribute towards the. Board's revenue. Mr. MacFarlane said it would be i expensive paying the travelling expenses of country members. - Mr. Napier "That means ! £3 per week for each member, say, £150 a year." After much discussion, it was decided to urge tho Government to increase the num- ! hor of mombcrs from fourteen, as proposed, to sixteen. Certain recommendations were i made with a view to the simplification of the elections. ARBITRATION COURT. I Wanganui, November i. ! Arthur Clews Russell, a young man, was i charged at the Police Court on remand with having stolen a postal packet on September 16 containing a money order for five guineas, the property of the Postmaster-General.' A.firo broke out to-day -wherebv Wayte's Dairy Factory at Otamita was destroyed. A nor' : west gale was raging,; and nothing was saved. About £50 worth of cheese (uninsured) was also destroyed. The factory was insured in the State office for £70. Austin, T. Sneddon, and W. Dall (committee). It was resolved to endorse Canterbury's nomination for vicepresident. At a meeting of tho Centre com- ' mitteo held later it was decided to recommend the. executive that the tournament he held on January 20. DALGETY AND CO. . Dunedin, November 1.. ; - Messrs. Dalgety and Co. have, received .cable advico from the head office to the effect that the directors recommend the payment of a dividend of 3s. per share, being at the rate "of 6 per cent', per annum,' and also a bonus of 1 per. cent. The sum of £35,000.has been added to the reserve fund, which now stands at £235,000, while £30,000 is written off promises,, iand £5000 carried to tho benevolent fund'.
