Under the proposals of the Bill which passed its second' reading on August 8, and lias not. been , proceeded -with any,, further, the Wellington Harbour Board, would havo .had only ten members; the .Governor would have appointed three of these, the . jlsyor would have been an ox-officio member and the city electors would have had two representatives, Pctone and Hutt would .have shared a. representative with tho County .of Hutt and the otner suburban boroughs; tho election being by tho Councils Jnstoad of by. the electors as in tho present Bill. The samo. broadening of the olectora feasis applies throughout the district, and tho of borough,- from county representation in the Wairarapa and Manawatu districts is new in tho present Bill.' Tho qualification in respect of harbour duos is ' reduced from £10 to £3, and tho eolection ef a representative by ship-owners, as such, 'i&fts. been dropped. . OTHER BOARDS. ' The Wanganui Harbour Board will comprise ten members. Two oj these will be
appointed by the Governor, four will bo elected by tbc electors of tho Borough of Wanganui ;two by the electors of thoOonnty ,of Wanganui; and two by the electors of tho County: of Waitotara, : ..■[ .:-. , Napier Harbour Board under the how Bill will have 13 member?. Two, will be. nppointed by tho Governor and eleven will.be elected as follows: —Three by tho electors of tho Boroiighof Napier: two by tho. electors of' the County of Hawke's Bay; two by,tho electors of the Counties of Waipawa and Patangata; one by tho electors of the Borou<rh of Hastings; one by tho electors of the County of Wairoa; one by and' out of the persons who have severally paid to tho Board j£3 or upwards of harbour dues on ships during tho yonr ending tho 31st of December last preceding the election; and one'by and out of the persons who have severally paid to the Board £3 or upwards of harbour dues other than dues on ships during the year ending tho 31st day of December last preceding tho, election.
