It is ,said that Prince Eulenburg could havo been Chancellor, but put Prince von liidow inio that position, preferring, as ho ■ phrased it, to be "king-inafcer rather than king." Prince :Eulenberg secured tho appointment of Count Kuno von. Moltko. as Military Governor .of Berlin. ' ' Itcrr Harden's ■ opportunity; came partly •through-'Count Kuno von Moltko's. ivifo divorcing him iii scandalous circumstances. It is saitl that the Crown Prince of Germany laid the. Zukunft articles before the Kaiser; causing the downfall of the camarilla, which was now seeking to overthrow Prince Bulow. Bismarck is reported to have termed) Eulenburg " a sort of Prussian Cagliostro, with eyes that can spoil my breakfast at any time..... Ho has occupied himself -itli all kinds of mysticism and occultism .nore than politics."
